India has been identified as one of the countries with a high policy readiness level for renewable energy targets and policies aimed at technological innovation. Approximately 50% of the assessed countries, including India, exhibit robust frameworks that support research and development (R&D) in critical minerals processing and refining.

Columbia Center on Sustainable Investment in collaboration with Columbia Engineering has developed a market assessment based on the collection and analysis of primary and secondary quantitative and qualitative data- to strategically evaluate technological innovation in critical mineral value chains in developing countries. The assessment focuses on the mid-stream processing and refining and downstream segments manufacturing, extraction from secondary sources and end-of-life treatment. The assessment navigates the nexus of stakeholders, policies, initiatives, financial mechanisms, technologies and SDG impacts. It forms an analysis of 50 countries with a detailed analysis of developing regions in Africa, Asia and the Pacific.

The assessment emphasizes the importance of a strong enabling environment, which includes institutional capacity, financial resources, and collaborative partnerships among stakeholders. India's existing frameworks are conducive to fostering innovation in critical minerals value chains.

The report highlights that technological innovation in critical minerals within India is primarily driven by technology transfer from developed nations. However, there is a gradual emergence of homegrown innovations, supported by recent policy frameworks and incentives aimed at enhancing domestic capabilities.

India is actively involved in various initiatives aimed at advancing midstream (processing and refining) and downstream (manufacturing and recycling) activities related to critical minerals, which are essential for clean energy technologies.

The assessment outlines that mid- and downstream activities present significant opportunities for India to contribute to multiple SDGs, including:

  • Decarbonization: Promoting clean energy technologies.
  • Poverty Eradication: Enhancing local economies through industrial development.
  • Gender Equality: Creating inclusive job opportunities in emerging sectors.
  • Environmental Stewardship: Focusing on sustainable practices within the mining and minerals sectors.

Despite the positive outlook, challenges remain, particularly regarding the need for greater-scale in innovation initiatives and improved coordination among various stakeholders. The report suggests that India should focus on:

  • Strengthening its policy frameworks to further support R&D.
  • Enhancing collaboration between public and private sectors to mobilize financing for innovation projects.
  • Increasing knowledge sharing regarding technologies and their implementation barriers

Engagement in the critical minerals sector is not just important for India to catch up with global economic growth but also signifies its commitment to sustainable development. The results of this market assessment reveal that, through sustained investment in policy development, technological innovation, and stakeholder collaboration, India can significantly augment its role in the global transition toward sustainable energy solutions. This comprehensive analysis underscores India's potential as a leader in critical minerals innovation, aligning with global sustainability goals while addressing local developmental needs.
