West Bengal to Receive Assistance from ADB to Improve the Power Distribution System

The Asian Development Bank has approved a $241.3 million loan for the West Bengal Distribution System Strengthening Program. The program is aligned with the West Bengal Government’s priority to improve quality and reliability, achieve financial sustainability of West Bengal State Electricity Distribution Company Limited (WBSEDCL), and foster the development of West Bengal. WBSEDCL is a completely owned and operated enterprise of the West Bengal State Government.

ADB Principal Energy Specialist Roka Sanda said the ADB program aligns with the government’s Revamped Distribution Sector Scheme. It aims to strengthen the power distribution companies' operational efficiency and build capacity for asset and financial management. It further plans to improve the electricity distribution for 8.96 million customers in seven districts of West Bengal.

“Reliable and sustainable electricity distribution and service is essential to West Bengal’s growth and development,” said Roka Sanda.

The program will replace the overhead lines with aerial bundled cables, introduce separate electricity feeders for agricultural and non-agricultural users, and develop an integrated power supply management system for quality, performance management and corporate financial management. It will also introduce renewable energy, and tariff rationalization, and promote gender equity and social inclusion. ADB will assist with the safety policies and manuals by supplying first aid kits and personal protective equipment. It will build awareness among communities, and technical and engineering staff on technical and behavioral safety.
